Jane Massy

Founder director and CEO

As abdi’s founder, Jane led the development of the UK’s first formally recognised suite of professional qualifications (QCF 5/6/7) in monitoring and evaluating performance and impact outcomes and ROI and teaches these professional programmes around the world. She has worked in evaluations of education, healthcare, cultural organisations, diplomatic agencies, the private sector (finance, transport, pharmaceuticals, retail, broadcasting, motor manufacturing and distribution, business services and others), and national and local government including defense, social services, fire and policing services and others), charities and social enterprises, government agencies.

Her experience and expertise includes Theory of Change, Results Based Management, Outcomes Mapping, Logframes, logic modelling, quantitative and qualitative data collection and analysis, contribution analysis and a variety of data analysis tools and techniques. As all programmes are practice based and include assessment of evidence of application on workplace projects, she has direct experience of application of theory into practice.

She has led evaluation projects in the UK and Ireland as well as South and East Asia, Sub Saharan Africa, Latin America, the Middle East and North Africa and over 15 countries across Europe. These projects have covered the domains of international relations and cultural diplomacy, education (from early years to higher education and in vocation education from apprenticeships to work-based learning and development), technology adoption, arts and cultural exchange and development, social enterprise and civil society development, innovative practices, business process and performance improvement, leadership and many other applications.

 

Jeremy Harrison

Founding Director and Principal Consultant

Jeremy is the main facilitator for the ROI Foundation workshop and is accountable for oversight of the other workshop facilitators (internal and associate) and quality of delivery. He leads the assessment team for all the ROI Foundation and Evaluator Awards and the Practitioner Certificate and has taught the course in the UK, Singapore, Egypt and Bahrain.

As Principal Consultant, Jeremy provides expert input into consultancy and evaluation contract planning, data analysis, the interpretation of results and support for the development of conclusions and recommendations. He also represents the CEO in the case of unavoidable absence. With significant experience in the design and development of innovative operational programmes for the EC, he also provides input into innovative processes of project and programme design, development and operational management.

Career History

Jeremy began his career in journalism before holding several positions in the UK voluntary sector. He was Shelter’s Director of Public Relations from 1970 – 1972, and Deputy Director of the Community Projects Foundation from 1974 – 1982.

In the early 1980s, he began working as a consultant to the European Commission. He worked from 1982 to 2000 primarily as a consultant on education, training and economic development, assisting with the design and management of the Eurotecnet, FORCE and Leonardo da Vinci Programmes.

In these roles together with other EU work, he has acquired 25 years of experience in project and programme evaluation primarily for the EU – ESF ADAPT and Employment, EQUAL and Information Society (4-7th FP RTD).

Jeremy has also undertaken evaluations and developmental commissions for UK, Irish, French, Swedish, Finnish, Dutch and US governmental and non-governmental organisations on projects relating to labour market interventions, technology in school, workforce development, education and training systems, social enterprise development, health and social care, rural development, arts and cultural development and innovation and industrial development.

He has worked extensively for the UK Department of Work and Pensions (DWP) on European Social Fund programme evaluation, was the lead evaluator of several EQUAL projects and led a review on the effectiveness of internal monitoring and evaluations in the first round of UK EQUAL ESF funded projects.

He served actively as member of an expert group of vocational training for the Agence Francaise de Developpment and the Gesellshaft fur Zusammenarbeit between 2005 and 2010.

  • He has experience and expertise in a range of evaluation methodologies appropriate to research, pilot programmes and implementation projects.
  • He has taught extensively on European modules of MBA programmes for George Mason, Rutgers and Lake Forest and Oklahoma Universities.
  • He served for over 12 years as a UK school governor and chaired the school Board of Governors for over five of these years.

Jeremy holds the Institute of Director’s Certificate in Company Directorship (2009) and is currently preparing for the Diploma in Company Directorship (IOD).

 

Michael Moore

Consultant Evaluator and Assessor

Michael Moore has 23 years’ experience of delivering grant projects in the development sector, 20 years of professional working experience in multicultural context including over 17 years’ experience in senior management positions in international development sector projects which include designing programmes and improving their effectiveness with ministries, civil society and public and private sector institutions. Michael worked as Team Leader (FSU and SEE) for 7 years and has over 5 years experience with EU programmes technical assistance international projects in multi-country programmes and managing teams of TA Teams from bases in Manchester, Moscow and Tashkent. Michael is a Trainer and practitioner of project design and M&E using log-frame and associated improvement methodologies, has sound knowledge of international project evaluation and project cycle methodologies (including admin procedures and contractual/procurement requirements).
