
Founding Director and Principal Consultant
Jeremy is the main facilitator for the ROI Foundation workshop and is accountable for oversight of the other workshop facilitators (internal and associate) and quality of delivery. He leads the assessment team for all the ROI Foundation and Evaluator Awards and the Practitioner Certificate and has taught the course in the UK, Singapore, Egypt and Bahrain.
As Principal Consultant, Jeremy provides expert input into consultancy and evaluation contract planning, data analysis, the interpretation of results and support for the development of conclusions and recommendations. He also represents the CEO in the case of unavoidable absence. With significant experience in the design and development of innovative operational programmes for the EC, he also provides input into innovative processes of project and programme design, development and operational management.
Jeremy began his career in journalism before holding several positions in the UK voluntary sector. He was Shelter's Director of Public Relations from 1970 – 1972, and Deputy Director of the Community Projects Foundation from 1974 – 1982.
In the early 1980s, he began working as a consultant to the European Commission. He worked from 1982 to 2000 primarily as a consultant on education, training and economic development, assisting with the design and management of the Eurotecnet, FORCE and Leonardo da Vinci Programmes.
In these roles together with other EU work, he has acquired 25 years of experience in project and programme evaluation primarily for the EU - ESF ADAPT and Employment, EQUAL and Information Society (4-7th FP RTD).
Jeremy has also undertaken evaluations and developmental commissions for UK, Irish, French, Swedish, Finnish, Dutch and US governmental and non-governmental organisations on projects relating to labour market interventions, technology in school, workforce development, education and training systems, social enterprise development, health and social care, rural development, arts and cultural development and innovation and industrial development.
He has worked extensively for the UK Department of Work and Pensions (DWP) on European Social Fund programme evaluation, was the lead evaluator of several EQUAL projects and led a review on the effectiveness of internal monitoring and evaluations in the first round of UK EQUAL ESF funded projects.
He served actively as member of an expert group of vocational training for the Agence Francaise de Developpment and the Gesellshaft fur Zusammenarbeit between 2005 and 2010.
Jeremy holds the Institute of Director’s Certificate in Company Directorship (2009) and is currently preparing for the Diploma in Company Directorship (IOD).
